District Negotiations Update
Fremont Unified School District (FUSD) and the Fremont Unified District Teachers' Association (FUDTA) participated in mediation sessions on January 30, 2019 and February 12, 2019. Ultimately, we were unable to reach agreement for salary compensation for 2018-19, and the mediator released both parties to "fact finding", which is the next stage in the process.

The two bargaining teams resumed regular negotiations on the open collective bargaining agreement. FUSD presented an official offer that demonstrates a long-term commitment to building employee salary increases into the district's future budgets. The FUSD proposal also includes fully funding the increased pension contribution for our employees, an important benefit they receive when they retire.

FUSD Proposal
The following three-year terms were offered to the FUDTA bargaining team:
  • 2018-2019 2.00% ongoing, as of July 1, 2018.
  • 2019-2020 A formula comprised of the funded COLA minus the rate of the weighted average increased pension cost for all district employees.
    • Example based on January 2019 State Budget Projection*:
      • COLA (3.46%) minus pension cost (1.30%) = 2.16% ongoing salary increase
  • 2020-2021 A formula comprised of the funded COLA minus the rate of the weighted average increased pension cost for all district employees.
    • Example based on January 2019 State Budget Projection*:
      • COLA (2.86%) minus pension cost (1.41%) = 1.45% ongoing salary increase

*Funded COLA (Cost of Living Adjustment) and the rate of the weighted average increased pension cost shall be determined upon enactment of the state budget for the affected year.

  • 2018-2019 4%
  • 2019-2020 COLA + 1%
  • 2020-2021 COLA + 1%
  • 2021-2022 COLA + 1%

District Negotiations Update
Fremont Unified School District (FUSD) and Fremont Unified District Teachers’ Association (FUDTA) filed jointly for Impasse on December 3, 2018 regarding salary negotiations for the 2018 - 2019 school year.

FUSD increased the on-schedule salary offer on October 15, 2018 from 0.5% to 0.71%. In addition, FUSD is required by law to contribute the equivalent of a 2% salary increase annually to pay for District contributions to all employees’ retirement pension costs.

FUDTA presented an offer of a 4% salary increase on June 11, 2018. FUDTA’s position has remained unchanged for the past six negotiation sessions.

We look forward to a timely resolution of salary negotiations in a way that maintains the District’s ongoing financial stability while supporting our most valuable assets--our students, teachers, and staff.
